EU šefi: Ostajamo na začrtani poti

Tale skupni komentar peterice evropskih voditeljev (Jeroen Dijsselbloem, Olli Rehn, Jorg Asmussen, Klaus Regling and Werner Hoyer) v današnjem Wall Street Journalu Europe’s Crisis Response Is Showing Results se splača prebrati. Sporočilo je jasno: evropske politike za reševanje finančne krize so bile pravilne in kažejo rezultate – industrijska proizvodnja in gospodarska rast sta začeli naraščati, bančna unija naj bi začela delovati naslednje leto in države, ki so dobile pomoč, bodo kmalu iz programa pomoči izšle, zdrave in konkurenčne. Zato moramo s tem kurzom nadaljevati.

Tovrstno retoriko sem, v nekih drugih časih, ko sem bil še precej mlad, stalno poslušal. Iz vseh medijev je bobnelo – …o nadaljevanju Titove poti, ohranjanju revolucionarnih pridobitev in skorajšnjemu zrenju svetle prihodnosti.

Nujno preberite, jaz sem označil le nekaj “country-specific” uspehov dosedanje “evropske poti”:

The priority will be to make this process as smooth as possible while ensuring that countries, like Cyprus, that are at earlier stages of their programs, continue to get the support required to restructure their economies. This new phase may require new types of support to be designed, focused on building the capacity to implement reforms and further increase growth.

Ireland and Spain will exit their programs in the coming months. After an impressive restructuring of their financial sectors and the implementation of ambitious deficit-reduction plans, confidence in these countries is returning and their outlook improving.

Portugal’s program will come to an end in spring 2014. Reforms there are also beginning to bear fruit, as competitiveness improves and the economy rebalances toward export-led growth. Yet important challenges remain. Portugal’s export base needs to increase, public-sector reforms must be fully implemented and fiscal consolidation must continue.

Greece is at a critical juncture. Its budget situation has been turned around, and the Greek government has a good chance of achieving a primary surplus this year. Measures to cut red tape and open closed markets are beginning to take effect. Competitiveness is improving, and the economy is rebalancing toward the export sector. Yet further work is needed in the areas of public-sector and tax-administration reform.

And we will continue on our course. We have everything in place to emerge stronger from the crisis, with more sustainable growth and more jobs.
