Umetna inteligenca je “orožje, ki je nevarno v napačnih rokah, vendar je neverjetno orodje za svobodo in blaginjo v pravih rokah”

Izjava novega ameriškega podpredsednika J.D. Vancea včeraj v Parizu, kjer ZDA niso hotele podpisati mednarodnega sporazuma o nadzoru nad uporabo umetne inteligence. Bistvo njegovega govora je, da ZDA ne morejo nikomur pustiti, da nenadzorovano (s strani ZDA) uporablja sisteme umetne inteligence in hkrati, da nihče ne sme ZDA z regulacijo postavljati ovir za razvoj in uporabo sistemov umetne inteligence.

No, Američanom se ni treba bati, da bi jo Evropejci na področju razvoja in uporabe UI prehiteli –

  1. ker že zdaj daleč zaostajajo za ZDA in Kitajsko, in
  2. ker zaradi “kvazi zelenega energetskega samomora” itak nimajo niti zadostnih kapacitet in količin stabilne oskrbe z električno energijo za napajanje računalniških serverjev za UI niti nizkih cene lektrične energije.

Za napajanje računalniških serverjev za UI oziroma podatkovnih centrov je potrebno imeti v bližini jedrske reaktorje, ki edini lahko zagotavljajo zadostne in stabilne količine električne energije in po ustrezno nizki ceni. Evropa se je s kvazi zelenim energetskim samomorom” dvakrat ubila – najprej je ubila konkurenčnost svoje obstoječe industrije in se deindustrializira, hkrati pa si je onemogočila bodoči tehnološki razvoj, ki bo pač temeljil na sistemih UI. Marksizem je ekonomska katastrofa, zeleni marksizem pa je izumrtje. Evropske politične elite zadnjih treh desetletij so ubile Evropo. Začele so z evrom, nadaljevale s politikami varčevanja in fiskalnih pravil in dokončale delo s kvazi-zelenim energetskim samomorom in sankcijami na uvoz ruskih energentov.

Medtem ko je Evropa razvojno mrtva in nikomur ne predstavlja več konkurence, pa se Američani seveda upravičeno bojijo razvoja in uporabe UI v dveh največjih nasprotnicah – to sta Kitajska in Rusija. Obe imata ustrezna znanja na tem področju in obe imata ustrezne energetske preddispozicije za njuno uporabo.

He even literally says it: AI is a “weapon that’s dangerous in the wrong hands, but is an incredible tool for liberty and prosperity in the right hands.”

The rest of the speech is incredibly threatening and actually quite dark:

– He says he’ll ensure that American AI dominates (“the United States of America is the leader in AI, and our administration plans to keep it that way”)

– To do so he says that the US will keep restricting access to “all components across the full AI stack” to “ensure that the most powerful AI systems are built in the US”. He also says that he will “close pathways to adversaries attaining AI capabilities” on par with the US

– He told the assembly that it’d be “a terrible mistake for your own countries” if they “tightened the screws on US tech companies”, which is as clear a threat as can be

– He essentially tells the assembly, made of many of the world’s leaders, to screw their efforts at taking a collaborative multilateral approach to AI (and the US was the only country, with the UK, that didn’t sign the closing declaration at the summit)

– He tells the crowd they’ll need U.S. energy to power AI and derides their efforts at trying to be self-reliant for energy

– He says that “AI must remain free from ideological bias”, by which he means that it must spread an ideology that he is comfortable with (and all the others are “biased”). You can see that by the fact that the example he uses for an AI that’s not used in an ideologically correct way is if it’s used to make George Washington black.

Like the early internet, AI holds the promise of bridging divides and bringing the world closer together. But the US seems obviously determined to prevent this from happening… A chilling stance for a technology that could potentially surpass human intelligence – perhaps the one innovation that most desperately needs to be developed as a shared human endeavor rather than a weapon of dominance.

The biggest contradiction in the speech is this: on the one hand he essentially tells the world “we’ll use AI to dominate y’all” and on the other hand he tells them “don’t regulate AI, don’t put barriers in our way”…

Whilst in the same breath saying they themselves will use all the barriers at their disposal to prevent anyone from competing with them…

American exceptionalism and hubris in all its glory…

  1. Vprašanje: Kdo so to, ali še bolje: čigave so te »prave roke« ?
    Odgovor: Roke elitističnih posameznikov v Ameriki, ki financirajo AI. Za njihovo brezmejno svobodo in še večjo blaginjo gre. (sedaj jo imajo namreč premalo). Ne za koga drugega, ne v Ameriki (»American people«) ne drugje.

    Od vseh ostalih so napačne roke: kjerkoli in od kogarkoli. Njihove roke so očitno za ameriško elito napačne. »American people« je lahko kvečjemu kulisa, prikritje. Začasno.

    • Nepomembno je vaše vprašanje, moraliziranje in jadanje. To je kričanje evropskega nepomembneža, ki ga nihče ne bo nič vprašal, ker nima moči, znanja in energetskih resursov. Tako enostavno je to. Sami smo se v zadnjih desetletjih razvojno “ubili” in izločili na obrobje. Seveda pa lepo plešemo in smo moralni in zeleni oh-in-sploh….
